Members Present:  Carolyn Embry, John Evans, Doug Farnsley, Lynn Granger, David Holmes, Sallie Schneider, Linda Wardell

Members Absent: Tina Beavin, Ron Cundiff, Stuart Miles,

The meeting was called to order at 5 pm.

  • Minutes from the January 5th meeting were approved as written.
  • Parks Update:
    • Little Hunting Creek Park Playground—The area needs to dry out before the gravel can be brought in for the foundation, and there are temperature requirements for the rubber-poured surface.
    • Little Hunting Creek Park Pavilion—The pavilion construction is complete, but there is an issue with water ponding on the floor following heavy rains.  Solutions for this problem are being investigated.
    • Parks & Recreation Children’s Program—The children’s craft program will take place on March 11 in the Prospect library from 10:00-11:30 AM.  The program will be advertised in the newsletter if the next one is published before March 11.  There will also be flyers posted, City email blasts.  Neighborhood HOA’s will be requested to publicize the event to their residents.
    • Harrods Creek Bridge Project
      • Linda, Ron Cundiff, and Mayor Farnsley met with Steve Emly and Rob Keeling to discuss possible ways to reduce the cost of this project.  The decision was made to invite those who previously bid on the project to enter into discussions about ways to reduce costs.  Steve Emly will contact each to determine their interest in participating in this discussion.
    • Putney Pond Boardwalk Project (between City Hall and The Landings)
      • We expect to receive a draft report before the end of the month from our consultant (OHM Advisors) to assist in preparing our request for project approval from the KY Heritage Land Conservation Fund Board (KHLCF).
  • The committee reviewed a draft park/facility rental application.  Many suggestions were made.  When Ron is back from vacation, Linda will schedule a meeting for the working group to reconvene to consider changes to the document.
  • A subcommittee was formed to consider city-sponsored events to take place at the Little Hunting Creek Park Pavilion.  Members of the committee are John Evans, Chair, David Holmes, and Katherine Rafferty.  They will identify groups to consider, and make recommendations about the frequency of events to be held, proposed dates, required budget, etc.  John Evans asked for recommendations of program types and/or groups for these events, with contact information if possible.
  • Scout Update—Lynn Granger distributed an updated list of Eagle Projects that have been completed in Prospect parks.  To date, there have been 41 projects completed, with the cost of materials totaling nearly $40,000.  All labor is donated, and in some cases, the scouts have raised more dollars than the materials costs, and have donated the excess back to the city.

The meeting was adjourned at 6:15 pm.  The next committee meeting will take place on Monday, March 13, at 5 PM in the Prospect Library of City Hall.  After the meeting, it was discovered that a conflict will require the March meeting to be rescheduled
