December 14, 2023, 2:00 pm via WebEx

Present:  Lee Tucci, Connie Kuhn, Linda Knox, Sylvia Quaye, Herb Shulhafer, Andrea Hanlon, Mayor Farnsley, John Carter, Ron Cundiff, Don Gibson, Linda Wardell, Todd Eberle

Minutes from the November 9 and December 3 meetings were approved as written.

The Mayor announced that a curated art exhibition will be presented at City Hall with an opening reception on January 14.  The show will open during normal business hours through March 8.

He noted that Don Gibson had been working with KIPDA for a grant to add a new board walk from City Hall.  The Mayor announced that 5 boxes of gift donations had been collected for Toys for Tots.  He also wanted everyone to be aware that the Sons of the American Revolution who have performed so well as several community events will be recognized at the December Council meeting.

Andrea said Perez & Cortez had recently finished planting the 12 new trees.

The Forestation Ordinance update is a work in progress as Council and Forestation work to find common agreement for long term clarity and effectiveness.  Other city tree standards are being reviewed for components that might work for Prospect.

The large dead pine off Gunston has been visited by Andrea, Ron, Lee and Linda.  It was confirmed that it is not on City property and is not a City issue.  It was suggested that the City send a letter to the potential owners involved (Hunting Hills Condos and 2 owners on Woodrose in the HC estate section) advising them to have survey done to accurately determine ownership and removal responsibility.  Herb estimated it could be done by Milestone for an approximate cost to the owners of $250.

Memorial plaques for the plantings in Little Hunting Creek Park are ready and Ron will install them. Lee has received a new request for a tree with memorial plaque from Cindy Embry.  Her wish is that it be in Harrods Creek Park near the canoe launch area.

Lee said we were working on data for our next Tree City USA certification.  Various activities must be documented including per capita spending, plantings, removals, activities and volunteer hours.  We may also look at submitting for another Growth Award based on the new Canopy Program.  The City currently has 6 growth awards.  Lee and Linda will meet with Ron in the near future to complete the application.

The next meeting will be January 11 at 2 pm via webex.
